Members of Congress can trade individual stocks while sitting on committees that move the markets those stocks live in. This closes that door — no more trading on information the public doesn't have.
Mechanism: ordinary statute. No amendment needed. Already passed the House once, in a weaker form.

Bills often carry unrelated riders bolted on at the last minute — sometimes to sink the bill quietly, sometimes to force a vote. We call out anything hiding inside that has nothing to do with the headline.
